о "мусорных" журналах

Из списка РИНЦ исключили 344 мусорных журнала. Но тут же сообщается, что среди более чем 6 тысяч входящх в РИНЦ журналов "нормальное рецензирование" есть в лучшем случае у тысячи. То есть, большинство входящих в список РИНЦ журналов - "мусорные"? https://www.gazeta.ru/science/2017/04/19_a_10634891.shtml
