О бюрократической логике репрессий при авторитаризме: "... government agencies, once they have been established, try to justify and perpetuate their existence. When special security forces are put in place to protect the national executive and to control dissident groups, they try to maintain their status and role, and are therefore difficult to dissolve. В условиях многонациональной страны (империи) это интересно как работать будет. Больше похоже на создание протоармий в национальных республиках, вроде Татарстана и Башкортостана. Которые в ключевой момент могут не подчиниться центру теоретически... Росгвардия Башкортостана. Звучит.
Или это будут отдельные части расквартированные в разных республиках, верные центру. Тогда как будет выглядеть, когда они начнут правопорядком в них заниматься...

Civil Guard было меньше 10000 при 46млн населении... Это тайная полиция была. А внутренние войска будут 300 000 на 145млн населения. Целая армия с полицейскими функциями...

Если очень давно планировалась "Национальная Гвардия", как говорят, то не значит что именно это и планировалось... Название общее от того, что предполагалось, могло только остаться.

Вообще все это на правду не очень похоже. Как полиция будет без людей?
Или в каждом РОВД вместе с полицией будут и гвардейцы сидеть с разными начальниками... Предполагается, что они будут "более лучше" центру подчиняться, чем рядом с ними сидящие, но в другой форме... Или улицы патрулировать будут Росгвардейцы в национальных республиках, а в РОВД сидеть полицейские...

Отличие Нацгвардии от Garde Civile в том, что у первой (пока) нет полномочий на ведение оперативно-разыскной деятельности, а задержание лиц замкнуто на МВД.

One primary purpose of the Garde Civile was to assist Gendarmerie Nationale, particularly in controlling smuggling of minerals out of Zaire. Since then, however, it has developed into a parallel police force. At the time of his visit to Kinshasa in 1990, the UN Special Rapporteur on Torture, Mr. Kooijmans reported that the Garde Civile has a "general mandate" to assist the Gendarmerie in carrying out its general mandate for the control of law and order within the country. The rapporteur pointed out that the head of the Garde Civile reports directly to the President and there is no "hierarchical" link to theGendarmerie.
The Garde Civile was initially trained and equipped by West Germany which provided a team of trainers drawn from its special antiterrorism unit. To form the Garde Civile, President Mobutu appointed a generally respected and well educated politician, Bula Mandungu. Testimonies obtained by the Lawyers Committee indicate that the agency's respect for the law quickly disintegrated.
